Biden hopeful Democrats can reach spending deal before he attends climate summit
President Joe Biden held out hope on Monday for an agreement on his major spending plans before he attends a climate summit in Scotland, while the White House said Democratic negotiators were closing in on a deal.

"Let's get this done. Let's move!" said Biden.

Biden visited New Jersey to sell his "Build Back Better" agenda after talks on Sunday with moderate Democratic Senator Joe Manchin, whose vote is critical to the package, and Senate Majority Leader Chuck Schumer, a fellow Democrat.




Biden imposing new international travel vaccine rules, lifting restrictions

U.S. President Joe Biden on Monday signed an order imposing new vaccine requirements for most foreign national air travelers and lifting severe travel restrictions on China, India and much of Europe effective Nov. 8, the White House said.

The extraordinary U.S. travel restrictions were first imposed in early 2020 to address the spread of COVID-19. The rules bar most non-U.S. citizens who within the last 14 days have been in Britain, the 26 Schengen countries in Europe without border controls, Ireland, China, India, South Africa, Iran and Brazil.

World 'way off track' in halting warming, UN warns ahead of COP26

Greenhouse gas concentrations hit a record last year and the world is "way off track" in capping rising temperatures, the United Nations said on Monday in a stark illustration of the task facing climate talks in Glasgow.

A report by the U.N. World Meteorological Organization (WMO) showed carbon dioxide levels surged to 413.2 parts per million in 2020, rising more than the average rate over the last decade despite a temporary dip in emissions during COVID-19 lockdowns.




Bausch, Clearside receive U.S. approval for eye injection

Bausch Health Companies Inc and Clearside Biomedical Inc said on Monday they received approval from the U.S. health regulator for their eye injection, giving patients access to a novel treatment for vision loss resulting from an inflammatory eye condition.

The drug, Xipere, is injected to the back of the eye and delivers a version of a steroid commonly used for the treatment of uveitis, an inflammation of tissues in the eye.

Macular edema, a build-up of fluid in a part of the retina, is the leading cause of vision loss among people with uveitis.

U.S. Democrats are expected to unveil a tax plan on Monday that would seek to raise hundreds of billions of dollars from the country's roughly 700 billionaires to help pay for expanding the social safety net and tackling climate change.

Democrats were forced to shift to the unorthodox plan in the face of opposition from one of their own senators, Kyrsten Sinema, to raising the corporate tax rate and the top personal income tax rate to pay for the hefty spending plan, which is a pillar of Democratic President Joe Biden's domestic agenda.
